Unethical?

Periodically, members of the Clay County Sheriff's Office will provide information via the My Clay Sun blog in response to blogs related to the Sheriff's Office, public safety and crime in our area.  Our goal is to provide information to readers that corrects inaccuracies or expands further on posted information that is helpful to the community.  To that end, please note the following in response to a blog posted this afternoon that stated a person died from being tased by a deputy this weekend. There was no such incident.  The last CCSO taser-related incident that involved the death of a suspect was on 9-30-06 in the South Hampton neighborhood. 

I think it is a conflict of interest in the least and highly UN-ethical that Beesler uses Justino to counter political attacks under the guise of public service.  If I am not mistaken, that owas one of the charges Beesler used against Lancaster.

Look moron, the person who posted the original blog was wrong, therefore it was taken off and the truth or the facts were presented.  I really don't think this has a whole lot to do with politics, just plain truth in what took place.  I don't see it as highly un ethical that the truth was told, i see it as higly unethical that you are taking the same non-fully truthful approach that i took against another candidate for political purposes.  Finder won't like this, but you really need to get your head out of your butt.

I see no conflict at all here. Nor do I see any unethical behavior on the part of CCSO in this post. I've never seen CCSOInfo 'counter a political attack' against Beseler. All I've ever seen is responses to address incorrect information posted on this site.

Your posts on the other hand will be added to my list of bloggers that don't have anything positive to say about anyone else running but love to bash Beseler.

BTW if you are going to bash the guy at least do your homework enough to figure out how to spell his name. It isn't real hard. CCSO has a web site.

I thought one of Beseler's campaign promises was to get rid of the PIO and let the Officers speak for themselves.

As far as the blog that was pulled with incorrect information by Cookie.

Truthhurts wrote a blog giving incorrect information about Lisa's Feed in Middleburg. The blog did not get pulled. However, she was advised to go on the blogs and give the correct information which she did.

Then Cookie provides a wrong date about an incident. That blog gets pulled and they come on and provide a current date of the death. Not that a death didn't happen it was just the incorrect date they provided.

Now Lisa at Middleburg's Feed Store has a great complaint. Why was that blog pulled and not the other blog.

All they had to do was go in the other blog and clear up the date of the young man that died instead of pull the blog and start their own. Or do like Lisa did and start a blog to clear up the information.

Why was the CCSO treated differently on the blogs than Lisa's Feed in Middleburg?

After all it was just a date difference.

Conflict? Unethical? Pandering?

Blogs may be pulled at any time by MCS management. When a blog is posted that defies the "terms of service" we signed, the post is subject to removal. Sometimes it is up to the bloggers to bring to the attention of MCS a questionable blog, because management cannot constantly monitor the site.

Management was notified about the blog concerning Lisa's Feed, but did not act. As a matter of fact instructed her to write a blog in response. When the CCSO speaks it was pulled in minutes. To pull a blog because a person provided a wrong date. Please the young man is dead. Need I say more.

Most of the time I enjoy reading your blogs because you research them so well and provide factual information.

However, sometimes I think you let your dislike for any elected official that may get beyond a one term wonder that you let it cloud your vision. I see absolutely no conflict here except that you don't like it that a blog about CCSO got pulled and one about Lisa's didn't.

I thought she did a fine job of speaking for herself. I also think it was the right thing for her to do. Just pulling the blog leaves the incorrect info in everyone's mind and they have no idea why it got pulled.

By leaving it there and letting her answer the information with the correct info it lets people read both sides and answer the question of why it was posted to begin with.

The one about the Taser incident was posted more like a 'News' item and should not have been. I can't see how it could have been 'mistake' on the date. The actual incident happened over a year ago. Someone was playing games and trying to discredit the CCSO. Otherwise there was no need to post it.

I don't know how you could get the impression "news". Cookie did not provide a name of a person or any paticular facts concerning the incidents. She stated the details were limited on the incident. Then gave her opinion. I think leaving both blogs up would have given the same thing you say was afforded to Truthhurts v Lisa's Feed both sides of the story. All that was needed to have the date cleared up of the incident. Not the entire blog pulled.

Now we have this blog provide by the PIO of CCSO to clear up information that is not even on the blogs for anyone to see what was cleared up.

The death remains the date was changed that was all. It doesn't matter when the date was that was easily corrected and was corrected.

As far as elected officials serving past the first term. Clinton would have been a great President in history had he left after his first term. Bush would be a great leader had he left after his first term too. Shelf life v expiration date.

While I haven't been active on this blog for a bit, I can tell you that the way some blogs are pulled and some are not are inconsistent.  The rules and regulations of most blogs are very similar.

1)  no personal attacks

2)  no flaming

3)  make no false comments, opinions are fine, but stating your opinion as a fact.

I think everyone of us have stepped over the line at times.  Since the blogs on MCS are primary political, or politically motivated, the only thing that is subject to interpretation is #3.

Blog:  So what, posted by FOXX  is guilty of #1, personal attacks, even possibly flaming

Blog:  Angela - #2 always or most always flames any elected official - my opinion, not a fact.

Blog Islander:   #2  I flamed the whole MCS set of bloggers - I pleaded guilty and offered an apology.  I was told politely to take my medication  Smile

There are many blogs that violate the terms of use, not all of them are caught by the staff, however, if there seems to be a tendency to pull only blogs about certain topics, or only by certain people,  then the management is just as guilty as some of the bloggers of violating the terms of use. 

I don't know that this has happened (opinion), but as everyone knows, politics makes strange bedfellows (most will agree, subjectively, this is a fact).

Public officials are fair game. They know that going into the job. Any term past 4 years just gives you more data to disseminate. They should think before they act. When they don't they need to be reminded. Their decisions not only effect those who voted for them they effect the entire population and most of all my bottom line my money.

Money is a subject I am not clouded about. Just take one month and every time you pay for anything write down how much you paid in taxes. When you buy something at the store, pay any of your bills with a list of taxes attached to each. Pay for your gas just count them all. Then when you get your pay check deduct those taxes. At the end of the month ask yourself if you are getting what you are paying for in taxes.

Really want to serve the public,

I thought always made good decisions,

was alway honest and forthright in their dealings, 

had real concerns about anything except getting re-elected.

If I truly felt this way, I would have to sit out all the elections, and never vote at all.

I agree Islander that why I support the maximizing of the rotation system. Every 4 years rotate them out. It gives less time for them to mess up too much before we have a new set of eyes looking at things. At the pace government moves we would certainly benefit as taxpayers.

Our best hope was to keep them evenly divided because it was a stale mate. Now you can't tell the difference between them and they need to be rotated.

Islander, how was that a personal attack.  I simply said it like it was.  PBinCC made a personal attack on the current sheriff.  I was held highly responsible and ultimately apologized for my statements, but i have to disagree with you that i again made a personal attack, i called someone out for being as stupid as what i had been in the past, if you don't like that, tough. 

If you're entire blog was a joke, then disregard the above paragraph, b/c honetly i think we're getting just a bit to serious here.  However, if attacks will not be allowed, like mine, then attacks like this one by pbincc should not be allowed, but in the end i do see some of what you're saying, but in this case i shall not refrain.

A person coming on the blogs to question the decision of a public official is not a personal attack. If PBinCC doesn't like the Sheriff then she is in good company with lots of people in the county. She should have a right to question his decision and the actions of HIS public information officer. How's that suppose to discredit the Sheriff. Are we not allowed to question the decisions of our elected officials? 

Personally I don't care either way. I haven't seen Beseler make any earth shattering difference in the county. Other than make a lot of people upset at him. Most of those seem to be in the Sheriff's Office.

Calling a person a moron for questioning a public official's decision would be a personal attack in my opinion.

I think Sheriff Beseler will stand or fall on his own accomplishments when election time comes.

I think the fact that his budget has increased 10 million per year since he took office gives me more cause for concern. If this continues for another 4 years well that don't look good in my book. He's eating our budget up yearly. The increase in the crimes despite the fact that his budget has increased 10 million per year should cause equal concern too.

It's fine to disagree and think Beseler is wonderful but I think we can disagree without the moron statement.

See even more reasons to rotate every 4 years.

Here's how I see it. Cookie is a known attacker of the current Sheriff. It's not hard to verify that by reading some of his/her blogs. Read what you just wrote: no name, no facts and a personal opinion about how the CCSO just killed someone.

This was nothing more than a blatant attempt to discredit the CCSO and in my opinion was such an egregious act that the blog needed to be pulled. You say that the Sheriff said he was going to let the Officers speak for themselves. Fine, who was the Officer?

From what I can see the Officer did speak for himself. The Sheriff is responsible for the office. If someone is going to through accusations like that around who better to respond than the Sheriff.

So, Angela when are you going to stop kicking your dog? Not real easy to answer an asinine question like that is it? This is the same type of thing 'Cookie' did to the Sheriff.

The incident happened on a Saturday night from my recall of the events. The young man was banging on peoples door asking for help as they stated. The incident happened in Middleburg as they stated. The only thing I saw different was the date. Maybe Cookie didn't hear about it when it happened. Maybe when they did heard about it they thought it just happened. So correct the date don't pull the blog. They were very clear they had limited information on the incident. If they would have allowed the blog to remain I was stating in the blog the only incident that I could recall with those facts was the incident off College Dr. It was getting sorted out before it got pulled.

The guy is dead. He died after being tased by an officer in Clay County. He was in a neighborhood in Middleburg. 

The only thing Justino cleared up was the date. 

I don't care if Cookie likes Beseler or not and that shouldn't be a reason to pull a blog.

This years budget should be on Clay County's website. It is broken up into 2 seperate accounts. That's the MSTU the County Manager started this year.

The prior years will need to be obtained from the BCC or the Sheriff's Office.

You can asked for a running account of expenditures for the Sheriff's Office of monies spent. All of it should be public records unless it's exempted by law.

Along with his budget I think he gets over 1.2 million per year for vehicle replacement which I don't think shows up in his budget but the county's budget.

Public records are your records. You just have to asked for them.

What is your solution? Other than get a new Sheriff and all new BCC members and a new Supervisor of Elections etc. etc. .....

We've already heard that one. I think I heard we got a new one last time and you don't like him either. If we get a new one this time you still won't like him and you'll want another new one as soon as he is elected.

If we elected the absolute best person in the entire world for the job you would still want a new one for the next term.

Some people would gripe if you hung them with a new rope.

You both make great points. I am not sure how I feel either way about it. I can't help but think 10 mil a year increases is alot of money, and I am not sure I feel or see were all that money has gone.

I have looked at the record and the budget Sheriff Beseler inherited in 2004/2005 was just over $35 million. The first budget Beseler prepared only asked for 3% raises for employees and state mandated increases in retirement contributions. No increase in operating money. He returned 1 million dollars at the end of the year, and so there was practically no increase that year. The second year he asked for 25 new deputies, but again no increase in operating money. That put the budget at about $38 million.

That year the county manager added back in the money for employee health insurance that former Sheriff Lancaster had removed in 1999 to make his budget look smaller and that totaled $5 million. That, however was not an increase, but money shifted from one account to another.

The third year, Beseler asked for raises for officers and again no increases in operating money. At year's end, he turned $1.2 million.

The budget now stands at just over $40 million with the health insurance removed. That is an increase of $5 million in 3 years. That is the smallest increases in 15 years at CCSO.

And obviously, she is dreaming. Currently, term limits allow an elected official 8 years in office. Here, she contradicts CTLAC's two-term limit policy in favor of one four-year term limit. And yet, people associated with CTLAC vocally support Angela here on MCS. It boggles the mind...

Do they (CTLAC) want single limits or do "they" want 2 four-year limits. It's very confusing...Who's driving the bus? Angela or Durwood???

I support pioneer's blog entry above. I can add a personal story about Sheriff Rick Beseler.

I have a 93-yaer-old friend who's been having driving "miscues" for some time. I contacted his son about these miscues, who contacted the Sheriff and in less than 24 hours...the Sheriff personally met with my friend and was able to convince him to relinquish his driver's license based on data he was able to provide him.

I can't tell you how grateful I am that the Sheriff would so quickly engage an elderly gentleman in our community and compassionately deliver information which helped him realize the reality of his situation.

To me, it doesn't matter what candidate status you are. Ultimately, it's about the people you serve when you're in office.

Sheriff Beseler served my friend well.

Key2life I am not associated with CTLAC. So I am not driving any bus. I don't know how many times I have to say that for you to understand that concept. I haven't seen Durwood on the blogs to my knowledge so I wouldn't know if he supports anything I say. I think Durwood can and does speak for himself nicely. I can relate to your mind being boggled. If you want to know what the CTLAC proposes then you will need to speak directly to them and not me.

I stated I would support the Commissioners salary being 6K like they are in Miami. That's right folks those Commissioners only make 6K per year. I support the amendment the CTLAC has put on the current ballot because it STOPS automatic raises for the Commissioners. CTLAC was very generous in giving them 37K per year which is over 30k more than what I think is needed for a part time job. 

Thankfully the CTLAC put term limits on the ballot and it was passed with 2-4 year terms allowed for the Commissioners. I would support 1-4 year term for all elected officials. Do your public service and be done. Career politicians are the downfall of the government.

I am glad Sheriff Beseler ran up to Keystone for your friend. He needs to concentrate on all the citizens including the Mayor who has issues with the current Sheriff. "The Sheriff said he had been planning to come for the last two months but with the holidays and training it had taken him a while to get here."

Commissioner Bush stated in a news article "The property tax revenue for Clay for this budget year is $71.7 million. Of that, $58.2 million - or 81 percent - is spent on public safety." 81 percent of the budget. That just about eats the entire budget as it stands presently.

Sheriff Beseler proposed budget for the current 07/08 fiscal (current) year is almost 50 million that's without factoring in the vehicles for replacement and grants the Sheriff's Office gets. Lancaster's budget was 35 million which is carried over to the next year.

The first million Beseler returned he requested money back for vehicles in the same fiscal year. That was the meeting between Commissioner Rutledge and the Sheriff that was discussed before on the blogs after he retuned the 1 million. That was the meeting that was a violation of the public's trust at a minimum. What was Commissioner Rutledge doing over there at the Sheriff's Office anyway?

The second time he returned the million he stated when he returned the money he had a purpose and wanted to use the money to buy 75 acres of land for a prison farm.

The money that keeps getting returned seems to have some strings attached.

What's the vehicle replacement fund at presently about 1.5 million?

Angela, i think there is a whole lot more to the public safety part of the budget then what you described as you tried to place the entire situation on the sheriff.  The sheriff submits a his part of the budget, but it's the commissioners that give approval.  You also made it sound like the property tax revenue is the only revenue of the county which is not only misleading but naive to think that the rest of us are that dumb.  You need to go to the county's website and find the budget, download it and enlighten yourself, b/c you're sounding like a fool at the present.

That was Commissioner Bush's statements in a news article not mine. He was addressing amendment 1 that recently passed. He had staff run the numbers and with public safety being 81 percent of the county's budget that's the only place to cut from in the budget which would be public saftey. This would include cutting 72 positions and 53 of those would be from law enforcement.

Commissioner Bush used the budget figure of 58.2 million for public saftey.

With the Sheriff's proposed budget for 07/08 being almost 50 million that leaves a grand total of 8.2 million for the other services you presented.

That does not include the Sheriff's vehicle replacement funds, the funds he get transferred to him from the investigation funds (seperate account) and other funds he taps into from the county's budget as well.

Of course Commissioner Bush could of made up those figures and had them printed in Ron Littlepage's article so he could fool the people. Those were his statements and I would suggest anyone who disputes his statements to call Commissioner Bush and asked him not me.

Here are grant funds that the CCSO just requested to apply for at the finance meeting yesterday. Remember those are tax dollars regardless of where they come from and are included for the Sheriff to spend.

Approval of resolution and budget transfer for unanticipated revenue received from the Florida Department of Law Enforcement State Homeland Security grant in the amount of $12,500 and contributions for the volunteer program in the amount of $1,625.00. These funds will be used to implement Florida’s Domestic Security Strategic Plan, in accordance with grant requirements. (CCSO)

Approval of budget transfer to adjust the CCSO budget between expenses and capital for various grants in Fund 102 – Division 4104 and to adjust LETF budget between overtime expenses for funds that are dedicated as project generated income and reportable to FDLE as part of the Clay County Drug Task Force. Approval to apply for grant funding for $41,921 through the FDOT Highway Safety Grant Program. (CCSO)

Just a mere tip of the iceburg of the taxpayers money. All money the government spends is taxpayers money. All money the government uses is taxpayers money. Unless it comes from a private donation.

If anybody is making the Sheriff look like he is taking up all the budget. Then that would be Commissioner Bush. That might be because he is costing us a lot of money. People should be asking am I getting the government we are being asked to pay for regadless if it's local, state, or federal.

The double dipping coming out of that office alone is astounding. Thanks to those politicians in Tallahassee. That was a entire different blog. I don't think we are short on cash, but short on common sense in government.

The Clay County Deputy who is being accussed of allegedly buying cocaine for his wife from a drug pusher scumbag has been suspended since December?

It is so hard to comprehend that a criminal who is found with drugs on him and not charged (probably made a deal for information) can ruin a Deputy's career with a made up delusional story.

I do not know the Deputy, and I am not bashing Beseler (Finder) but come on. Can't Beseler get it together in a more timely fashion when it is one of his own???? I can only hope that this Deputy is one of the boys or girls, if he wants it to come out in his favor otherwise, it will have a spin put on it that will make your head turn.

This is only the beginning I assure you all of what is to come out of the S.O before the election.

Finder, you bash anyone that you think is putting Beseler down but yet you endorse him everytime you bash someone for doing what you turn around and say. Does that make sense?

Your very good at throwing stones at Angela when she simply states her opinion and it doesn't agree with yours. So here I am. I'm ready for ya! Give it your best shot.

I don't think I've ever 'supported' Beseler except in the context of people stating as fact something that has not been proven. Heck I'm not even sure I'm going to vote for him.

Finder, you bash anyone that you think is putting Beseler down This guy might be the biggest piece of crap around. I don't know. I've seen and heard a lot of innuendo and opinions but so far I haven't seen any facts to support that.

In my best 'Joe Friday' impersonation, 'Just the facts ma'am, just the facts'.

Is it your definition of bashing that one cannot ask for facts? If so, then I guess I just 'bashed' you which certainly wasn't my intent.

But I will give you a freebie non-fact question. Any guess as to why this memo was leaked to the press? You don't think it might have to do with trying to discredit the current Sheriff do you? Surly no other candidate or his supporters would sink to that level would they? 

Your very good at throwing stones at Angela when she simply states her opinion and it doesn't agree with yours. I'm pretty sure Angela is capable of taking care of herself. Actually, I know she is. I read her opinions and a lot of her facts. The only opinion she's stated that I've really had a disagreement with is her opinion that no one should be elected to an office for more than 1 term.

I just can't grasp the concept that even if they are the absolute best person for the job that we should get rid of them and put in someone less qualified just because they have filled one term.

But that is Angela and she isn't going to change. So be it. I'm just not going to take your bait of 'let's see if I can start a fight between Mike and Angela'.

One other question for you: Wasn't that you that posted the 'taser' blog that had to be pulled because you made it sound like it had happened the day before when it had actually happened over a year ago?

BTW, I didn't notice you back in the fray to straighten out or apologize for the 'misunderstanding' you caused. Any comment on why that is?

So here I am. I'm ready for ya! Give it your best shot. Cookie, I didn't know that trying to hold an intelligent conversation with someone was a full contact sport. Please, pick someone else for that. I'm too old to spend my time playing 'neener, neener'.

I'd like to start out by saying that you made me laugh! You handle yourself well. I have a feeling your not wounded in the slightest but it did make me grin!

I do want to apologize about the wrong date regarding the tasing. Someone else supplied that info. and I guess got a hoot out of baiting me. And boy, they did the job. So, I am truly sorry. But a good thing did come out of it. I have a new respect for Angela. She indeed can handle herself. I just felt like I needed to come to her defense as I've read you do in the past. Your a good guy.

I do have facts, however, can't devulge them yet. I'm sorry. I just wanted to say what I could about the article (report) without revealing any secret squirrel information yet!

Clay deputy's career on hold

Sheriff Rick Beseler said he has been waiting for weeks for prosecutors to finish their probe of the six-month case. Chief Assistant State Attorney Jay Plotkin said that work is being expedited. Neither would discuss details of the allegations against Barber.

These investigations can become complex and it takes time to sort through the facts. If you want to complain call the state attorney and tell them to step it up and get off the fence and make a decision. That's where the hold up in the case is. I am sure the Sheriff wants it over also.

I guess I just look at things through a warped set of glasses sometimes. If you can't reveal it, it can't be disputed or confirmed.

Some people will take it as gospel and use it to make decisions that are based on hearsay. Kind of like you getting set up with the 'Taser' story.

I've always been a huge fan of the 'Paul Harvey' version. I don't use 'Cliff Notes' and I don't read the 'Reader's Digest' version.

That's why I find the article to be suspect at best. When all the facts are known and can be revealed I'll be interested in hearing them. Until then......

Mike is a good guy so I'll just go ahead and finish trashing his reputation on the blogs.Smile

If we are waiting on the State Attorney's Office for anything then the entire 4th district is in trouble. I see Mr. Plotkin can't get off the fence about the investigation but he didn't miss the debate at the Southside Men's Club for his run for the head State Attorney's position for the 4th district with Angela Corey. Maybe he should of stayed at work a little later this guy is on paid leave. You never know he could have solved a few of those murders in Jax while he ponders his decision.

I would like to say I am very familiar with Jim Schoettler's work as a reporter. I find him to be a very credible reporter. An excellent investigative journalist and he has a history to draw from of issues he's tackled in this area. I respect his work.

Beseler's blunder was a statement he made in the article that jumps out at me. Where he states,  

Beseler said he never tried to obstruct the investigation.

"We were looking for other avenues to pursue," he said.

Might I suggest an avenue for the Sheriff contact the FBI and have them come in an investigate the incident. Maybe they can investigate Shorstein while they are there.Laughing

On January 29,2008 I sent my Animal Control Officer to 6626 Co. Rd 315 KSH to investigate a cruelty to a horse. My officer found a horse that was extremely underweight.  The horse is old but  age should have no bearing on the fact that its ribs are showing. It was reported to your office. As of this writing, I do not have a disposition on the horse therefore the horse could still be starving.

On January 30, 2008, I sent my Animal Control Officer another case at  5364 Muscovy Rd. MB  to investigate a cruelty to a horse. This horse has been confiscated before for starving. Your offfice was contacted and a Deputy responded. This horses ribs were showing. The horse was not confiscated.

On March 14, 2008, I sent my Animal Control Officer to same address to ascertain if the horse was still on the property. Said horse was still on premises and extremely emaciated. Pictures I viewed showed the horse to be in worse condition then in January. A Deputy responded.  A report was not written and the horse remains on the property. It is the opinion of the Animal Control Officer that the horse should be taken into custody immediately before it dies of lack of proper nutrition. I concur with the Animal Control Officer that the horse is going to die of starvation if it is not taken into custody. A horses ribs should not show.

I ask that you take this animal into custody immediately and the owner be charged again for cruelty to animals.

Hello is anybody down there at the Sheriff's Office. They must be at the bank depositing all those double dipping funds and laughing at the taxpayers. Sorry I'm not laughing.

Now about the 1-4 year term for all elected officials.

In a court of law people are convicted of crimes and some convicted of crimes that put them to death. We allow everyday people to sit on these juries. These have no experience or expertise in the judicial system. We rotate every time we have a new trial. Some trials last a few days, some weeks, and others for months. Lily first presented this idea and I fully agree. I think she is on to something here from what I've seen in the county.

Given those circumstances I have no problems rotating elected officials every 4 years. As they say power corrupts, absolute power corrupts absolutely. Less time less power. Power to the people where it should be.

Now it's time to rotate some elected officials in the County. 

As far as the Taser incident the family just has a different date to put on the young man's headstone than the one provided by Cookie. The facts still remain he is dead. That's the gospel truth.

I will provide a link to a story about the debate between Jay Poltkin and Angela Corey. Both working to be the next State Attorney of the 4th District.

I think Angela Corey makes a profound statement about public corruption when asked by a member of the audience. Concerning public corruption and the lack of accountibility from the current adminstration.

Angela Corey-"My answer to the question is simple. I plan reinstate the public corruption unit that Mr. Austin started that we have not had in the last 15 or 18 years. I do believe public officials that commit crime set a very dangerous example," Corey said.

Finally somebody gets it in the 4th district.

Of course I may just be partial to the name Angela but I like what she is saying.
