Recycle Bins and the County
I received a large post it VIOLATION notice attached to my lone blue recycle bin. The note had 3 items checked for my attention: 1. Paper must be in one blue container 2. Plastic must be in a separate blue container. 3. Yard trash would not be picked up. My questions back to them....if I had two blue bins I could use both, but I only have one blue bin. My yard trash....is also picked up on the same day, but it is always separated away from my recyle bin and the two are never co0mingled. I would like to know how much the county paid these workers to placeVIOLATION notices on these bins. We have a tree, in a neihgbors yard, half way laying down towards the street, to uproot for a third time and it poses a threat of people and property, but the county cant do anything to enforce it....but they can go after our blue recycle bins because the paper is mixed in with the plastic What a great government we have here.

Can't answer the question about the yard waste. But if you call Advanced Disposal and let them know you only have one recycle bin they should bring another. There were supposed to be two delivered to each house when the mandatory recycle collecting started. I can understand your frustration with the tree but I'm pretty sure you know that the person that put the 'violation' on your recycle bin is not a county employee that goes around looking in recycle bins. It is done by the recycle guys when they pick up. I know our recycle program here is pretty archaic but every little bit helps. We were used to a much better program in SD but we have adjusted. The guys picking up the recycle are just trying to do their job. It's not the best program going but it is better than nothing. As for the tree, have you tried taking pictures and sending them to the county? Or better yet going there in person? It might not help but it sure can't hurt. I would not give up on that. You know me... I got to thinking about good ol' Advanced Disposal... The contract for mandatory trash collection was not awarded until Nov. 2006 to Advanced Disposal, yet AD seemed to "know" they would be awarded the contract much earlier, even ordering the trucks. Someone I know told me that when she applied for a job with AD many months before the contract was awarded, she was told by AD that they would be "getting" the county contract. I guess there's nothing like "advanced" notice or maybe Advanced Disposal is just good at reading tea leaves. Then maybe AD was just "close" to someone on the BCC at the time. Connections do help.

I have had to e-mail them picture of the stuff to let them know how big a problem is 1-866-779-2529 If I have to pay a certain company as much money as I do with out a choice in the matter, I am going to get my money worth!

Once the almighty CCBC decided that it would happen that promised AD the 7Million to pay for the new trucks and off to the races we went. If you notice trash along roads have almost doubled since the great "You will Pay tax" of 2007 started. Think about this side of it also. We pay the 148 bucks a year for AD to pick up and dump trash in the "full" landfill that we've been paying 82 bucks a month for the past 20 years to operate. So actually or trash pickup runs us 230 bucks a year. And to think that he people in Duval county are upset cause they have to pay for the trash pick up now. Is when it all first started you were told to have your trash out by 6 a.m.. Thats pretty good unless the Garbage Collectors come through your neighborhood at 5:30 a.m.. Clocked them several mornings. Call them and all they say is He has until 6 p.m. to pick it up and then you get to tell them he won't come back cause he was here at 5:30 a.m..

In the mean time our neighborhood suffers. I have been raising cain all morning, as several AD employees and Clay county employees can verify, but it all falls back to the company that leases this property. GOOD LUCK!!!!!! I hope you have and are keeping a record of who you talked to and when, date and time. And take more pics if you haven't already, but I can bet you have plenty! If you get no response, email Ken Amaro at Channel 12 News with pics!! That's the ONLY way I got results with a similar problem in my neighborhood. Yes I have all the things you mentioned. Everyday I will go by there and take pics and post them on the spotted pages. I am going to make up a sign to post in front of the mess with the property managers name and phone # so everyone in OPS can call them and complain. Of course they didn't come out on Friday 6 jun o8, I really hope this company does the right thing by us, but I seriosly doubt it. My next step will be to find other properties "managed" by this company and see what kind of condition and what neighborhoods they are in, cause I am thinking that they think our neighborhood doesn;t matter at the condition they leave the property in... I was going to take my 12yo son, myself, and my own trash bags, and bag all that crap up, in the heat of the day, but when I called AD they said they didn't have any trucks out to come by and pick it up. Talk about missing the mark on their own MISSion statement; "That's why our company puts you at the center, meeting your needs quickly, efficiently and cost-effectively. No hassles. No excuses." Anyway Thanks for the advice, Maxie;) PS someone tell me how I keep getting involved in these situations that require me to have to raise so much cain to get something done......

DON'T remove anything. It's private property!!!! And the property management can come back on you...I found this out a couple of years ago. Several of the neighbors here wanted to go mow and clean up the yard of a property that had been vacant for over 3 months and every attempt I made to the company whose sign was in the yard fell on deaf ears. I checked it out and much to my dismay was told..."DON'T", you'll be tresspassing." And the sign you are wanting to post....DON'T ..... not on that property!!!!!!!!!! I know how upset you are, angry to the point of wanting to do something, expecially since all your attempts have thus far have been to no avail. It's extremely frustrating when NO ONE seems to care. Maxie, Looking at your picture it appears some of the trash is on county right of way. E-mail a picture with the street address to the county manager. That needs to be cleaned up before it gets scattered further in the street. The county can determine who should pay for the clean up. Submitted by read44 on Sat, 06/07/2008 - 2:59pm.
Jimmaxie, Something to consider. The debris looks like someone’s clothing dumped outside. That may mean that, if this was a rental property, there was an eviction or abandonment and the landlord or property manager took everything out. The tenant could have done it as well but either way, I wouldn’t think that Advanced Disposal is obligated to pick up the trash if the property has not paid them to do so. They are only obligated to pick up for paying customers. I would say the property owner is responsible in that kind of scenario. Even a landlord though would probably be required by law to take some care in the removal of a renters property. I would be tempted to clean it up myself too if you and all of your neighbors are the ones suffering the eyesore.

I think I will have to send the county manager an e-mail, Mr Rutledge also, thanks for that idea Mag.... The pictures have been sent to code enforcement but they have to send them a letter and yada yada yada, by the time all that gets done the crap will be all the way down to my house. I am given the property managers the benefit of doubt, in giving them all day Saturday to do something about it.

The property manager evicted the tenents and the stuff was thown out by the tenents.(yeah right) The stuff was out there Wed evening, some was bagged some wasn't. I thought ok good the trash guys come on Thursday, so it will be gone. when I drove by Thursday evening it looked worse that it did the previous evening. The trash guys don't have to pick up anything not in bags, or bins. So Friday morning I started with the phone calls hoping beyond hope to get it picked up that day. But it just wasn't to be... Maxie - meant to tell you I came by there yesterday (there was an accident on the corner of Swimming Pen & 220 so came in the main entrance.) The yellow car in the pic was in the street, an SUV in the driveway, and a woman at the scene picking up the debris. Judy

Cause the last time I checked was around 5ish, when a lady jogger came by my house, and I asked her if the stuff was still there and she said yes.. but like I said before, it needed to be cleaned up...Looks like most of it is in the garage all bagged up... Well I can go back to Normal Operating mode instead of Red Alert

They may start out by giving you 2 bins but the "collectors" are notorious for picking them up and taking them. My in-laws have lost 2 and only gained 1 back. They have called and complained numerous times and promised to have 1 returned....it hasn't appeared yet. Our garbage guys are terrible about dropping garbage out of our can as they are dumping it into the back of the truck and they figure even though "they" dumped it, it's not "their" responsibility to pick it up! Infuriates me everytime!

Anyone living on the north side of Plainfield Ave, near it or knows someone that does with little kids there is a home there in foreclosure that has an unfenced pool and more then one refrigerator outside that has the door on it but is unchained. It's own by the bank and it probably would be ok to put the address in but I'm not sure. Anyone who needs the house number email me and I will be glad to provide it. I reported it to code enforcement but I don't know how soon it will be corrected so I felt I needed to put something out there. PB, are you sure that notice came from the county? I have received those silly "violations" on occasion. They have to do with the certain size of some branches. They are pre-printed and usually left by the people who pick up trash. A major reason I was against this forced trash pick up and monopolistic contract "awarded" to the current disposal company was that if I did not like the service or the attitude I could fire them and do it myself. But Thrasher and Rutledge do not believe in fair play and competition. The main reason I w ill go to the polls this year will be to vote against Mr. Rutledge. This scam deserves a firing. You could call the service and request a second bin. There is no charge.
