Well the ecoomy may be going south but not for Co. government. The MCS story Sat tells us that while the over-all budget is up 20%.  frivolous things like public safety will be cut back. The capitol improvement budget is increasing by a huge amount. What is not pointed out is that much of that money is used on rolling stock ( vehicles ) which used to not be permissable. In 20 years the turn over rate on vehicles has gone from much to long to ridiculously too frequent. and all vehicles are now top of the line. While we struggle with an economic growth rate hovering near zero Government grows at a staggering 20% or more. The BCC's wonderfull checks and balance with their Co. manager and them managing their own money has really served us taxpaayers well.Why buy a dog to watch the sheep when a wolf will do it for nothing?
