DON, You have crossed the line

Don, Before you ask, YES, I know Connie Goon personally.  As a matter of fact, we have spoken about your recent thread that she obtained her job by means other than her qualifications.  Connie Goon's qualifications, let me fill you in on just a small portion of her qualifications.  Ohio Police Officer, Ohio Law Enforcement, Wooster, Ohio, Clay County Sheriff's Office Deputy (almost five years), and the first Officer Friendly under Sheriff Dalton Bray.  Connie is a Ritualistic Abuse Investigator through FDLE and, while empoyed at the Clay County Sheriff's Office, taught Law Studies at Orange Park High School for four years.  Connie is also a Certified Animal Control Officer.  This is just to name a few.

Connie is highly upset that you have insinuated, for all to read, that she may have gotten her job as Clay County Animal Control's Director by sleeping her way to the top.  Her husband Jeff Goon, whom she has been married to for 32 years, is currently a highly respected law enforcement officer.  He is extremely upset in regards to your inuendo.

Connie is fully aware that, as a public servant, there will be times when she will be abused by the public and she readily accepts and acknowledges any expressions of poor judgements that she may have used in the past.  However, her record speaks for itself.  You should know that Don, since you requested and received her entire personnel file.  Connie was the first director for Clay County of Animal Control; it was nothing more than a hole in the wall when she gave up her law enforcement career and took the position.  She did so because of her love for animals.  Connie has in no way asked me to write this blog but I feel compelled as I think that you have stepped over the line.  This a fine lady and she does not deserve the constant bashing that she and her division are receiving.  It is my opinion that you have breached the My Clay Sun agreement by your suggestion that Connie acted improperly to obtain her position.

For those of you who are reading this thread, if you believe that Connie Goon is some sort of low life; she is not. All you have to do is go to Animal Control and ask to meet the Director and I believe that you will be pleasantly surprised.

Ms. Goon was an active duty law enforcement officer when she taught, she did not need a teaching certificate "McMillan and Wife"

As for implying she slept her way to her position I think you went way over the line. If I were her I would suit for defamation of character.

...the emplyees at CCAC.  They really are caught in the worst type of sniping going on here. But if one steps back and takes a second look, the humor of the situation (okay, it's wry humor) will leap out at you.

On one hand there is the vocabulary challenged Don spitting sparks of anguish and howling in frustrated pain yet clearly not accomplishing a thing. On the other hand is the speculum obsessed Truthless Whalebottom talking about Don "crossing the line" Lady, you stomped that line into oblivion a long time ago. I think both of you need a whole rash of meds. Neither of you graduated high school and neither of you have done a darn useful thing with your lives. Get thee to a vocational school and dedicate your lives to the betterment of the Good Earth. As it stands now the greatest improvement either of you can make to the planet would be to remove yourselves from it.  And buy a freakin' dictionary for cheapskate's sake.

A few quick points about the on-going rantfest about CCAC, its management, its employees and its critics.

1. Don has as much right to acquire a public record and complain about a government agency, its policies and management as any citizen.  And TruthHurts and others absolutely have the right to debate Don's complaints.

2. Re: Don. "If any of the folks that read and contribute to MCS blogs cannot see whats happening here it's a real damn shame."  Please, TH, give the rest of us readers some credit.  We all figured out what's happening here months and months ago to figure out he has an ax to grind, makes unfounded personal charges and rants at the edge of lunacy.  We all figured the same thing out about you months and months ago, too.

3. The continual rant-exchanges from a variety of sources obscures the fact that CCAC is a government agency in need of many improvements.  We don't get to intelligently discuss the merits of any possible suggestions for improvements, though, because the conversation quickly devolves into the selfish amusement of questions or comments about sanity, IQ, motive or pants size.  The ranting and name-calling isn't even designed to make a point - only to insult.

4. People who'd like to discuss the issues of CCAC intelligently are hesitant to join to debate for fear of being associated with the ranters of either side of the issue.  Sure don't want any of the ranters thinking I'm "on their side."

5. Everyone has the right to act like an ass.  Of course, acting like an ass embarrasses most of us, so we choose not to do so on worldwide public forums.

6. And, finally, "As long as he acts like an ass, I'm going to act like an ass" is a truly pathetic excuse for one's personal behavior.

Thank you for saying what badly needed to be said.  I only hope some take it to heart, but I won't hold my breath.  Count me in as one who refuses to participate on this subject.  I've mentioned it before that the reason is exactly what you mentioned.  Absolutely nothing positive has been accomplished by this sandbox behavior.

So often, all too many people only recognise their rights but not the rights of others or their own responsibilities.  That has been shown over & over on this subject.  Glad you brought it up. 

Now, if recent history is any indication, you may want to duck & cover for the bombast that is likely to come your way.  JATFUR.

This time I'm sticking to my guns & will have to say, "Thanks, but no thanks."  After monitoring the subject, I really want no part in that.  Besides, I just took a shower & don't want to waste the water.  Besides, as I said to Mike, nothing positive has come out of the subject of CCAC.  Maybe something eventually will, but I refuse to contribute to the trash heap.  It stinks enough now.  Good luck to you, though. One Mann, I sincerely believe there is nothing on the Lord's Big Blue Ball that isn't in need of some improvement. And you are 100% right, the rants and insults are not going to achieve that at all. That being said, having been to CCAC numerous times searching fro a lost pet, I must concur that the employees I interacted with were both caring and courteous. Frankly, I see two serious problems. One, the CCAC is not funded nearly enough for these dedicated people to do a better job by which I mean they could use more bodies in the field and taking care of the animals at the office. Two, the terrible people who are negligent with their pets. (The public at large.)  I have no sympathy for animal abusers and I include in the definition of abuse the lack of caring for those pets. It's a sorry thing indeed that there are definitely many who should never be allowed to have pets of any kind. Not spaying or neutering their pets is almost as bad as just dumping them on a highway or in several instances, tossing them from a speeding car while crossing a bridge. Euthanasia would be too kind for that type of human detritus. So, where does that leave us? In the interests of a civil discourse, what other problems are you aware of? We can discount anything from Don or Truthless and attempt to come up with a game plan or we can sit back and watch while our minds atrophy. I would be willing to help with a blueprint on moving forward.  How we are going to get more funds in such tight fiscal days as these is not easy to see. Who would we petiton? I'll wait right here while you ponder this.

They finally got someone that knew what animal control was all about and definatly had the training to help straighten out the problem.  Then Connie and Bill Bodenwebber fire him before his probation is up.  Sounds like Connie was threatened by this new person who I think, actually knew more than she did about running animal control.

Lily, I reported the problems I could document through the proper channels and they've already been corrected.  Problems got fixed, and not once did I have to refer to anyone's alleged immorality, motives or personal weight.  It was actually pretty easy and, bingo, CCAC's better today than yesterday, which is the whole idea, isn't it? 

I heard of lot of anecdotal complaints about CCAC during my door-to-door campaigning, though I never once raised the subject first and that piqued my concern. Almost all could be boiled down to procedural or policy - not personnel or personality - questions.

The fact is CCAC is in dire need of modernization and professionalization.  That doesn't make it any different than most other county departments, but CCAC has been firmly planted at the very bottom of the county priority list for a long, long time.  Heck, it's even tucked away in the boonies so politicians can be like everybody else and block its existence (and monthly mass murder rate) from their conciousness.

So, it's well past time for a very close look, followed by establishing some modern and realistic goals and policies for Animal Control, and taking long overdue steps to deal with the animal problem we have today and will have tomorrow.

Clay County's citizens are creating a problem that's resulting in more than 500 animal euthanizations (such a pretty-sounding word, isn't it?) a month.  And Clay County's citizens are going to have to pay to fix the problem they created.  So the questions become, are we spending enough and are we spending what we have most efficiently?

Again, I think everyone, folks on both sides of the Animal Control debate and others who are just concerned about how their tax dollars are being spent, should wait for the outcome of a scheduled performance audit of CCAC, then use it as the foundation to begin a new, civil discourse aimed at solving this growing problem in Clay County.

After the audit, we can get down to some real questions about how to improve Animal Control, we'll all be working toward the same goal, and there won't even be a need to call each other names.  We can all share our thoughts about how to make CCAC better for the animals, better for the employees and better for the taxpayers, and not make some of us feel like we have to shower immediately after participating.

Rich, I doubt this will have even the slightest effect on future Animal Control "discussion" on MCS.  As I said before, most of us choose to not invoke our rights to be asses for public amusement and/or pity.  But not all of us.

Hi to all clay county citizens.  As I stated before everyone is entitled to their opinion and there are alot of things wrong at CCAC.  There is alot of cover-up.  Everyone keeps forgetting about what happened to this rescuer.  I do believe if it had happened to anyone of you you would feel the same.  I have read all of these blogs and we all know alot of them are CCAC employees, it's just going back and forth.

They have spent alot of time insulting this rescuer, calling him names, but he is not giving up it seems, he wants to make CCAC better and he knowing the real facts he knows what he is up against.  I have not read any comments from him that weren't public records.  And as far as him insinuating something about the animal control director he did not come out and say anything that I can accuse him of I guess your mind will take it where it wants to go.  Shame on you CCAC employees.

These bloggers have put alot of false accusations out there about the rescuer and I don't hear him crying, these bloggers are just looking for something more to accuse this rescuer of.  I think you all should stop with the name calling and I believe this rescuer has taken the brunt of it all.  I do hope it does not discourage him.  I believe this blog is not going to get us anywhere, it's just arguing on line,  and I have better things to do most of the time.  But I find it necessary sometimes to speak up for what is right.  THIS RESCUER HAS RIGHT ON HIS SIDE. No matter how much CCAC employees try to muddy the water I hope most of you can see thru it to the truth.  It's hard to fight against county government but sometimes it is necessary.

I agree with you Mike on the policies and procedures that were not in place. I think that is a management issue. I think the high turnover rate has to be either a pay or management problem.

After a 2004 audit, county commissioners approved more positions and better pay for animal control personnel. If the turnover rate continues then I think it may be a management issue as well.

The other improvements planned for the facility and the record-keeping system will help as well. The record-keeping is a disaster from that department. Just make a public records request and you'll see what I mean. You will more than likely be handed a box and told to sit down and look till you find what you want. That cost the record seeker additional cost in obtaining records. That impedes the citizens access to records and results in unnecessary additional cost.

 My response to some of the other comments that were posted I will say this to you. .

 Folks, Yes!!

I agree there are many positive changes that need to take place at CCAC.

Since I have been going there I have seen many good things take place.

In saying that I also reject remarks that tend to defame and cast blame at these people. The do the best they can with what the government and taxes payers give them. The only true way to really understand this is for one to go down and witness it with their own eyes.

There are no sinister plots and ploys at CCAC, and mistakes have been made. They are human. This does NOT equate to lets hang them all from the tallest tree in the county. They know what they are doing. The problem is their tool boxes needed to be the best are limited to empty.

If the folks in the county want to see a better CCAC talk to the people that work there and ask them what they need to make it better. They are the ones that will be working with the tools we give them. Lets ask them what tools they need and be part of the solution. Not a Lynch Mob

I truely beleive that the more people that get on board and help CCAC the better we all will be.  The better off the animals in our county will be.

A problem is only a problem when it is a problem. 

CCAC has been neglected for a very long, long, long time not because it is located in the Boonies but because it's the Dog Pound!  Up until less than two years ago even their vehicles were identified with a DP (Dog Pound) emblem.  CCAC is actually quite centrally located, unless of course you live off of Chestwick Oaks, but if you do, you are used to not receiving timely Public Safety services.  After all, how many years did it take the County to provide a Fire Rescue Station in the highly populated area? 

1996 An elementary school was built on CR 315 in the McRae area of Keystone Heights.  12 years later there is finally a manned Fire Rescue Station "under construction". 

Twenty years ago CR 209, CR 218, CR 214, CR 315 etc.. were rarely travled county back roads with 55 mph speed limits.  Today they are all major thorofares (spelling ?) lined with homes and driveways, but the speed limit is still 55 mph and there still are no shoulders.

It seems as though the whole county reacts to problems.  After several fatal accidents the speed limit will change, the roads will be re-painted and reflectors will be replaced.   After the stick framed house (mobile homes don't count) burns to the ground a Fire Rescue Station is built. 

What this county needs is to become proactive.  Stop comparing with other Counties of equal size/population.  Look at the highly Populated Counties, learn from their mistakes.  What makes Seattle such a great place to live?  It rains alot, it's cold and the earth shakes under your feet, but yet it is a top rated city.

Kilroy, you are absolutely right. Clay County only reacts in a knee-jerk fashion after something serious happens to cause the Board of County Commissioners to take notice. Even now, this county is divided into the "Haves and Have Nots." The newcomers to Clay see the updated parts of the county but the people that have lived here for years continue to travel the roads and highways that are collapsing under the treads of their tires. Granted, the newcomers have paid big bucks to live in the finer sections being built but our Board doesn’t seem to have a clue on how to create a plan for updating any infrastructure for the remaining 80% of the county.

The candidates put on their campaign signs that they are endorsed by the union that represents the Firefighters of this county. Paid firemen are a fairly recent phenomenon. It hasn’t been that long ago that a paid fire service was just a dream. 90% of firefighters in this county were volunteers who manned the stations when they got off work and just happened to be in the area. Training for the volunteers was hit and miss. Each station had to beg the citizens in their district for donations to purchase firefighting equipment and beg the county for discarded equipment from Orange Park and Green Cove. A lot of the fire trucks were homemade or surplus from the Department of Forestry. It took Hurricanes Hugo and Andrew to finally wake up the board to realize that the fire stations needed a little upgrading.

Pray tell, what catastrophe will it take to get the Board of their duff and bring this county into the 20th century? (Forget about the 21st century for a while)
