The Clay County Commission has approved a transportation impact fee for a second time, after upholding its end of a proposed settlement of a lawsuit the Northeast Florida Builders Association filed over the fee.

The commission reenacted the fee July 22. Collections are set to begin Jan. 1, if county officials and the builders have resolved a state administrative hearing process  -- filed as a companion to the lawsuit  -- on conflicts between the impact fee ordinance and the county’s comprehensive land use plan and other transportation plans, said Chief Assistant County Attorney Fran Moss.

Also on July 22, the commission voted to submit the Governor's Park development of regional impact to the state Department of Community Affairs for review.
